Job Description

The Water and Power Development Authority (WAPDA) has announced a prestigious opportunity for highly experienced professionals, inviting applications for the position of Chairman (Independent Grievance Redressal Committee – IGRC) under the Dasu Hydropower Project. This contract-based role offers an attractive lump sum salary package of Rs. 315,308 per month, initially for one year with potential for extension based on performance. The position is based at the Dasu Hydropower Project in Upper Kohistan. Ideal candidates are retired senior revenue officers with extensive knowledge of the Upper Kohistan region and familiarity with World Bank operational guidelines. The primary focus of this role is to review and resolve unresolved grievances related to social, resettlement, and environmental issues forwarded by the District-Level IGRC. Applicants must be retired Additional Deputy Commissioners (Revenue) and not exceed 62 years of age. Applications must be submitted within 15 days of the advertisement publication. This is a crucial role for ensuring fair and transparent grievance redressal within a major national development project.

Key Responsibilities

  • Review unresolved grievances forwarded by District-Level IGRC regarding social and resettlement issues
  • Resolve cases preferably on the first hearing day or within one month
  • Conduct field investigations for complex cases
  • Review grievances of indirectly affected persons during project implementation
  • Ensure decisions align with RAP policy framework, entitlements, and safeguard documents like EMAP
  • Decisions to be made through consensus or 2/3 majority vote
  • Review merit of environmental complaints
  • Evaluate environmental cases under relevant laws and EMAP guidelines
  • Conduct field investigations for environmental cases if required
  • Recommend mitigation measures for environmental protection
  • Avoid cases already pending in court
  • Ensure minimum quorum of 5 members in IGRC meetings
  • Perform any additional tasks assigned by GM/PD Dasu HPP or senior officers

Requirements & Qualifications

  • Eligibility Criteria:
  • Must be a retired Additional Deputy Commissioner (Revenue)
  • Well-versed with Upper Kohistan region
  • Strong understanding of World Bank operational process guidelines
  • Age Limit: Maximum 62 years
