Job Description

The Federal Board of Revenue (FBR) is seeking to engage qualified legal professionals for its Service Law legal panel across Pakistan. This recruitment drive, advertised in August 2026, offers an excellent opportunity to represent the revenue department before various administrative and judicial forums. Successful candidates will fill positions within FBR Headquarters in Islamabad and its field formations nationwide. The role involves providing expert legal opinions, conducting litigation, and assisting in strategy formulation related to service law, employment matters, disciplinary proceedings, and constitutional issues concerning FBR and its employees. Remuneration will be paid on a case-to-case basis according to FBR’s approved professional fee structure. Eligible male and female candidates with a law degree and relevant court experience are encouraged to apply online within 15 days of the advertisement's publication. This initiative aims to enhance FBR's legal capabilities and ensure effective representation in service law matters.

Key Responsibilities

  • Provide legal opinions, endorsements, and recommendations on matters relating to service law, employment matters, disciplinary proceedings, promotion and seniority disputes, pension matters, terms and conditions of service, and constitutional and administrative law issues concerning FBR and its employees.
  • Appear before the Federal Service Tribunal (FST), High Courts, Supreme Court of Pakistan, Federal Constitutional Court, and other judicial/quasi-judicial fora on the directions of the department.
  • Prepare para-wise comments, replies, appeals, petitions, applications, and other pleadings for submission before competent fora.
  • Conduct and monitor litigation on behalf of FBR and keep the department informed of all significant developments in pending cases.
  • Convey court/tribunal directions, short orders, orders, judgments, etc., to the department promptly and assist in ensuring timely compliance.
  • Submit reports on case progress including the next date of hearing in writing, including on any digital application developed/deployed by FBR.
  • Assist the department in the formulation of litigation strategy and legal risk assessment in service-related matters.

Requirements & Qualifications

  • Bachelor’s or Master’s Degree in Law.
  • If the degree was obtained from a foreign university, an equivalence certificate issued by HEC must be submitted.
  • Enrolled with the Bar Council as an Advocate High Court / Supreme Court.
  • For representation before High Court and Supreme Court, at least three (03) years’ practice/experience as an Advocate High Court / Supreme Court in service law, constitutional law, administrative law, or related litigation.
  • Preference will be given to advocates having experience of appearing before the Federal Service Tribunal, High Courts, Supreme Court of Pakistan, and Federal Constitutional Court in service matters.
  • Advocates already on the FBR Panel of Advocates for tax matters are required to submit fresh applications for the Service Law Panel.
  • Possess good reputation, integrity, and professional competence.
  • Excellent written and oral communication and presentation skills in English and Urdu.
  • Interested candidates are required to submit their applications along with: Curriculum Vitae (CV), Copy of CNIC, High Court / SCP Enrolment Card, Academic credentials, List of reported/unreported judgments in service law matters, Details of professional experience in service litigation.
